Sao Khue is the award in which the most outstanding famous products and services in the industry of information technology (IT) software products and services are voted, ranked and recognized. It is held by the Vietnam Software and IT Services Association (VINASA) to honor Vietnamese creativity. Most notably, this was the first year the top 10 best IT products and services were selected for the award based on their revenues, trade names, market shares, and customers, apart from their high socio-economic impact.

After three rounds of serious examination and evaluation, "The technical Framework for e-government and system of multi-level electric offices" was honored at Sao Khue 2016 as one of 73 typical products in Vietnamese software and information and technology (IT) services

"The technical Framework for e-government and system of electric multi-level offices" is a system built on DNN platform. It is a technical application framework suitable for the scale and scope of applying electronic government of a province. It can solve common problems of connecting, sharing content and operational information in multi levels, and multi areas in a wide scope of a province. Moreover, all the previous applications and data of the province can still be inherited successfully. The system is synchronized from provincial offices to commune ones (multi-level).It also correlates between different agencies and units in the governmental system. The users can upgrade it when the business requirements arise. After a period of testing, deploying and completing, "The technical Framework for e-government and system of electric multi-level offices” is eligible for commercialization.

"After using the product in a period of time, I find the new upgraded system friendlier and more convenient. You can follow up the progress of handling the work of each individual, each departments, and agency from the shared software. Its ability to correlate from the high level to lower one is synchronized and permanent. It helps leaders manage their staff’s duties quickly. In addition, with the reminding feature, the system can help users understand and solve their work promptly and quickly. Especially, the function of the work program/ report with flexible form allows the agencies to register and change according to their particularities. It also has the ability to summarize the content of work program/report from the agencies and units. However, there are still some inappropriate functions which need to be edited ".

Ms. Nguyen Thi Thanh Huong, the head of the editorial board of electronic portal in the Office of Thua Thien Hue Provincial People's Committee:
"The new system with the provincial shared data such as articles / speeches, specialized text, text of quality management system, etc. helps officials, public servants and employees in the agencies and units in the province work more efficiently. The function of quality management system is a data collection of quality management system of the agency so the specialists can choose the suitable forms of their professional work and do not have to recreate.
The system with interactive channels allows citizens to communicate with authorities. The questions submitted from the electronic portal are synchronized to the operating site and assigned to relevant agencies to answer by PPC. Then, the results are published on the portal. In addition, the system can collect information related to Thua Thien Hue province from different online articles so that the committee can direct the responsible agencies to resolve and report the results on the operating site.
The flexible function of Work Programs/reports helps managers summarize the programs / reports of the units/specialists easily. However, there are some remaining that need to be improved. In particular, in the work programs, there are done and unfinished works so it is necessary to add more supporting features to select the next working stage if needed. This can avoid reentering information. As for the working calendar function, its operation is still inconvenient and the interface needs to be more suitable."

Ms. Tran Thi Ha, the Director of Administration and Finance Division in the Office of Thua Thien Hue Provincial People's Committee:
"My division has many departments with different reporting formats. Thanks to the system, I can define the common forms and all department can fill in their work. Therefore, summarizing reports from the departments becomes very convenient. After only a short time, I can get used to it easily."
