At the opening ceremony, there was Mr. Le Truong Luu – the Member of Executive Committee, the Secretary of the provincial Party Committee and Chairman of Provincial Council; Mr. Nguyen Van Cao – the Deputy Secretary of Party Committee, Chairman of the provincial People's Committee; Mr. Phan Ngoc Tho, the Member of provincial standing committee, Head of the provincial delegation of the National Assembly, Deputy Chairman of the provincial People's Committee; Mr. Le Duc Tho- the CEO of Vietnam Joint Stock Commercial Bank for Industry and Trade - Vietinbank; the leaders of departments, branches and localities; the leaders and members of the one-gate department; IT staff of state agencies in Thua Thien Hue province of; the associations, and nearly 100 businesses in Thua Thien Hue province.

The representatives of the provincial leadership access the online public service portal in Thua Thien Hue Province primarily.

Online public service is a model in which all administrative transactions are carried out in the network environment including the online fee payment and charges in the network environment. Citizens, organizations and enterprises in Thua Thien Hue province can use all the online services of the province on the system of online public service portal of Thua Thien Hue province. Accordingly, when using this portal, every citizen, organization or business only need an account to perform all administrative transactions and only need to be at the state administrative agencies to hand in all the documents to get results. They can also receive results via postal service without visiting the state administrative agency if the procedure does not require the original document.

Therefore, Thua Thien Hue and Vietnam Joint Stock Commercial Bank for Industry and Trade - Vietinbank have successfully built the online payment gateway in Thua Thien Hue province. This is the first model of the connector in Vietnam. To recognize the collaboration results between Vietinbank and the province as well as to create a legal environment and to ensure the convenience and information safety during the online payment transactions, Thua Thien Hue Provincial People's Committee and Vietnam Joint Stock Commercial Bank for Industry and Trade - Vietinbank - signed a cooperation agreement in the deployment of online payment gateway. This channel has also been integrated into the online service portal of Thua Thien Hue province.

Thua Thien Hue Public Service Portal can link and integrate with communication channels and IT services and applications to perform the following functions:

- Publicizing all administrative procedures in the network environment;

- Publicizing all the information about the online service;

- Receiving and solving all online public services under the "one door " mechanisim;

- Monitoring and supporting to perform online public services.

At the ceremony, Mr Phan Thien Dinh - Director of Department of Planning and Investment has handed "the electronic cards of citizens and enterprises" for 10 outstanding  new-registered enterprises and businesses. This is one of the new models to be applied in public services in Thua Thien Hue. When using the electronic cards, the electronic document data which already exist in the system will replace the conventional paper documents. Thus, citizens and businesses do not  need to attach in the profile. With the electronic cards, the administrative procedures will be simplified significantly and extremely effective in the process of solving administrative procedures.

Thua Thien Hue Center of Information Technology (HueCIT) which is the focal point for creating the online portal of public services in Thua Thien Hue province has actively collaborated with the Office of the Provincial People's Committee, the Department of Information and communication, the Department of Planning and Investment, the Department of the Interior and related units to focus on finishing the online public service portal.

In the future, in order to successfully deploy the public service portal in Thua Thien Hue, apart from the efforts of state agencies, the most important part is the participation of each citizen, organization and business.

The construction of public service Portal has shown the determination of the leaders of Thua Thien Hue province in the process of provincial administrative reforms which are both in line with the actual requirements of Thua Thien Hue province and to ensure the implementation of Resolution 36a decided by the Prime Minister about the national program of IT application in the operation of state agencies in the period 2016-2020. More importantly, online public service portal will contribute actively in implementing the target of building a tectonic and serving government.
