The ceremony is a significant annual event organized by the Union of Scientific and Technical Associations of the province to recognize and honor the contributions of intellectuals in the fields of science and technology. It aims to acknowledge the individuals who have made significant contributions to the development of science and technology, as well as the economic and social development of Thua Thien Hue Province. Furthermore, it encourages and motivates intellectuals to strengthen their unity, utilize their intellect and creativity for scientific research, technological development, critical consulting, and knowledge dissemination, contributing to the development of the Union of Scientific and Technical Associations and supporting Thua Thien Hue Province in its efforts to become a distinctive central city in the fields of science and technology linked with specialized education and healthcare by 2030.
Speaking at the event, Dr. Ho Dac Thai Hoang, Chairman of the Union of Scientific and Technical Associations of Thua Thien Hue Province, stated that the union is a common home for intellectuals in the field of science and technology within the province. It was established in 1993 and has grown over the past 30 years, currently comprising 51 member associations, 1 institute, 8 centers, and 1 club, with over 30,000 members who are scientists specializing in various scientific and technological fields. These members have extensive experience and a broad vision to engage in scientific research, contribute to the economic and social development of the province.
Throughout their activities and contributions, these intellectuals and scientists have played a vital and unique role. Among this group, it is impossible not to mention the outstanding intellectuals who have contributed their talents and intelligence to science, organization building, economic and social development of the province, and the country. The 17 outstanding scientists and intellectuals honored at today's ceremony have achieved remarkable accomplishments, not only recognized within the province but also on an international level. They are truly a source of pride for the intellectual and scientific community of Thua Thien Hue Province.
Over the seven times this event has been held, a total of 103 outstanding intellectuals have been selected and honored. This activity has received widespread support from the community and has been highly praised and affirmed by the provincial leadership. It reflects the continuous growth and rapid development of the intellectual and scientific community in Thua Thien Hue Province, and its pivotal role in the leadership of the Party, State agencies, departments, and organizations of the province, as well as its significant and practical contributions to the economic and social development of the province over the years.

As one of the 17 outstanding intellectuals in Science and Technology of Thua Thien Hue Province in 2023, Mrs. Nguyen Thi Thanh Thuy (Head of the Consulting, Design, and Production Department at the Provincial Information Technology Center of Thua Thien Hue; Secretary-General and Member of the Standing Committee of the Information Technology and Telecommunications Association of Thua Thien Hue Province) is an exemplary figure from the Provincial Information Technology Center of Thua Thien Hue Province and the Information Technology and Telecommunications Association of Thua Thien Hue Province. She is known for her frequent participation in research, consultancy, and advice on numerous projects related to providing IT products, solutions, and applications to government agencies, businesses, and society as a whole. Her contributions have played a positive and practical role in building e-government, promoting digital government, and advancing the digital economy and society in Thua Thien Hue Province.
For her outstanding contributions, in 2020, Mrs. Nguyen Thi Thanh Thuy received the Commendation Certificate from the Chairman of the People's Committee of Thua Thien Hue Province for her remarkable achievements in the development of information technology in Thua Thien Hue Province during the period 2000 to 2020. She was also awarded the Commemorative Medal for the Cause of Science and Technology by the Ministry of Science and Technology in 2022.
