After nearly two years of collaboration and performance synchronically between the Thua Thien Hue Information Technology Center and the Office of the Provincial People's Committee, the solution "Technical framework of e-government and multi-level e-office system in Thua Thien Hue Province" was completed. The First Prize in the Seventh Technical Innovation Contest in Thua Thien Hue, 2015 is the result of scientific research which should be encouraged of the two units.
Stemming from the general problem of the construction and application of e-government from the central to local levels, it is essential to have a framework of basic solutions which is called EA - Enterprise Architectures. It includes a range of elements of planning, designing, and implementing of education architecture, application architecture, data architecture, technical architecture, information and security architecture, and organizational structure. "The technical framework of e-government and multilevel e-office system in Thua Thien Hue" were investigated and implemented to solve problems fundamentally. In particular,
- It is a technical platform framework that is standardized for the construction and development of local e-government with the provincial framework of technical architecture for e-government.
- It provides immediately the system of functions, and application features to meet the actual requirements of the provincial government system on the basis of planning and upgrading totally the system of all electronic information portals /websites at all levels in the province. It also solves big problems of the provinces and cities in general and the Thua Thien Hue province in particular about connecting and integrating synchronically the electronic information portal/page with the system of applications inside and outside the offices and transparency between the agencies in the provincial level. It forms a consolidated information system of electronic government following the model of the online Civic Center of the province. This meets the requirements of the people and businesses in the province. For public officers and servants, it is the model of a "connected electronic workbench” - an effective online operational environment for all public employees in the provincial government system.
- The solution is built and deployed smartly, and creatively by choosing, and inheriting the advanced and well-known features in the world with the foundation DNN (DotNetNuke) after optioning and improving in the appropriate direction and meeting the requirements of applications set out by the province.
Not only being deployed in local areas, "the technical framework of e-government and multilevel e-office system in Thua Thien Hue" can be transferred to apply to all provinces in the country with the status of IT application resembling Thua Thien Hue province, to provinces wishing to establish or upgrade or re-construct the system of electronic information portal/page, orienting to build up an electronic system for offices, the electronic government in synchronization, connectivity, and integration.
This is a great honor for the authors in particular and for the provincial Center for Information Technology and People's Committee Office in general. This event has a special significance in the road map to accelerate the IT application and development, to build and apply e-government in keeping with both the depth of nature and the width of the scale in Thua Thien Hue province.

The Technical Innovation Contest in Thua Thien Hue is held twice a year (in odd years) in order to promote innovative labor movement of the people in the field of science and technology, to promote the effective application of technical solutions in production and life, contributing to socio-economic development of the province, implementing industrialization and modernization of the country.
According to Prof. Dr. Tran Huu Dang, the chairman of Union of Science and Technology in Thua Thien Hue province, the head organizer of the contest, based on 3 criteria for assessing the quality are the novelty and innovation; Applicability and Economic- technical efficiency, the organization board of the SeventhTechnical Innovation Contest in Thua Thien Hue, 2015 awarded for 63 titles, including 10 first prizes, 12 second prizes, 25 third prizes, and 16 encouraging prizes. Among them, many titles are appreciated such as "the technical framework of e-government and multilevel-office System in Thua Thien Hue" (the authors come from HueCIT and the Provincial People's Committee Office); "The Incubator of fully automated poultry" (by Nguyen Van Nhan); "A heart transplant on men from brain-dead men" (of the authors come from Hue Central Hospital) … The product has been tested and implemented in some departments and localities in Thua Thien Hue province. According to the conclusions of the Chairman of Thua Thien Hue, Nguyen Van Cao, this product will be deployed and applied for Thua Thien Hue province from the provincial to commune levels since early 2016.
