During the meeting, Mr. Huỳnh Trung Kim, Deputy Director of the Kon Tum Department of Science and Technology, shared an overview of the current situation and future directions for applying information technology (IT) in digital transformation activities. He emphasized the need to accelerate digital transformation in the field of science and technology to utilize and promote the science and technology database in Kon Tum Province. Through this visit for learning and experience sharing, the delegation hoped to receive specific feedback and insights from the Thừa Thiên Huế IT Center regarding the development and implementation of the Science and Technology Task Management System of Thừa Thiên Huế Province, as well as other IT applications serving digital transformation in the related fields of science and technology.
The Kon Tum Delegation Works at HueCIT in an Open Atmosphere, Sharing Practical Experiences in IT Application for Digital Transformation in Science and Technology
To enhance the efficiency and effectiveness of managing research and application activities in science and technology (S&T) in the province, Thừa Thiên Huế has been considered a pioneer. Recently, it launched the National Science and Technology Database Portal (in 2022) and proactively developed the Science and Technology Task Management System for Thừa Thiên Huế Province. This initiative supports the management of S&T activities through the digitalization of data and IT-based management tools. This system is regarded as a critical component in managing S&T data; it strengthens the managerial role of the sector, bringing S&T closer to the public and businesses. It also contributes to the reform of procedures and digital transformation of activities related to the management and execution of S&T tasks, thereby forming a database of experts, scientists, and S&T tasks in Thừa Thiên Huế Province.
Responding to the concerns of the Kon Tum delegation during the meeting, Mr. Lê Vĩnh Chiến, Director of HueCIT, provided detailed insights into the experience of developing and implementing the Science and Technology Task Management System in Thừa Thiên Huế Province. He also introduced the Type II Measuring Instrument Management System. This system researched and developed by HueCIT, meets the requirements for measurement activities stipulated in the Law on Measurement 2011 and Circular 03/2024/TT-BKHCN by the Ministry of Science and Technology. The Type II Measuring Instrument Management System aims to help citizens and businesses easily search and submit verification requests. It serves effective and accurate management, regular reporting, and inspection in verification activities; it also promotes digital transformation, aiming for transparency and openness in verification, calibration, and testing activities.

Acknowledging the achievements of Thừa Thiên Huế and HueCIT in the field of science and technology, Mr. Kim emphasized that this visit provided the Kon Tum delegation with a valuable opportunity to gain concrete insights into practical experiences in digital transformation and the utilization of science and technology data at the local level. This knowledge will support the continued improvement and implementation of IT applications to enhance further digital transformation efforts in Kon Tum's science and technology sector.
In response to the Kon Tum Department of Science and Technology delegation, Mr. Lê Vĩnh Chiến stated that with nearly 24 years of experience in consulting, designing, supervising, and testing IT projects, including IT applications in government agencies and businesses, as well as practical experience in developing systems and products for digital transformation in Thừa Thiên Huế's science and technology sector, HueCIT is ready to support the Kon Tum Department of Science and Technology and other localities. HueCIT is prepared to provide consulting and implementation services for IT applications to advance the science and technology sectors in each locality as part of the national digital transformation efforts, with a focus on leveraging digital data as a foundation for sustainable development and value creation.
