Accordingly, the new Document Management and Operation System is built with the following directions: Redesigning the architecture of the new Document Management and Operation System according to the direction of creating the provincial Government's digital platform of Thua Thien Hue province; Designing a new database structure, standardizing data to eliminate redundant data, redundant operations, and data operation errors; adhering to a common data model architecture; using shared directories for convenient exploitation and integration with digital platforms, integrated platforms, and sharing at all levels; Implementing the Always On data synchronization solution of SQL Server to increase system readiness and data recovery capability after unexpected incidents, ensuring safety, and enhancing operational and management efficiency of the database; Constructing the new Document Management and Operation System according to the new architecture and database structure model, ensuring the current tasks and data.
Facing the current situation of the system with existing issues related to speed, performance, as well as new requirements for interoperability and connectivity, HueCIT has sought input from experts both within and outside the province regarding infrastructure designs and models. Based on this, a new database structure has been constructed, along with the development of a new system architecture, and step-by-step construction of the new Document Management and Operation System to fully meet the practical processes and tasks of state administrative agencies within the province.
Specifically, HueCIT has reconstructed the system to accommodate 5 document processing workflows, directive opinions, over 300 operational functions, and a corresponding set of services for interoperability, connectivity, and integration according to the new Architecture and Database Structure. Changes have been made to the identification codes of agencies and organizations to facilitate data connection and sharing with ministries, sectors, and localities according to Decision No. 20/2020/QD-TTg issued on July 22, 2020. The method of connection, interoperability, and integration of software applications such as Complaints and Denunciations, Electronic Records, Current Archives, Work Schedule Registration, and Invitation Issuance, Online Public Service Portal, etc., has been altered.
