The Digital Transformation Week - Hue 2023: Creating Digital Data - Promoting Regional Connectivity

On the morning of December 14th, at the Perfume River Theater, the People's Committee of Thua Thien Hue Province collaborated with the Vietnam Software and IT Services Association (VINASA) to organize the Digital Transformation Week - Hue 2023 with the theme "Creating Digital Data - Promoting Regional Connectivity."

The Digital Transformation Week - Hue 2023 is an event that is part of the series of activities in response to the National Digital Data Year, as directed by the Prime Minister. With over 20 diverse activities taking place in December 2023, the most central and prominent events occurred on December 14, 2023, attracting more than 2,000 participants.

At the event, over 50 leading experts and speakers in digital transformation, as well as leaders from agencies and businesses, shared insights and engaged in discussions across four specialized sessions: the Plenary Session with the theme "Creating Digital Data - Promoting Regional Connectivity," Special Session 1: Promoting Business Digital Transformation, Special Session 2: Creating and Exploiting Digital Data - Catalyzing Cultural Tourism Development, and Special Session 3: Management and Exploitation of Digital Data in the Healthcare Sector.

The event is expected to provide not only valuable information, experiences, and solutions regarding the creation and exploitation of digital data but also aims to foster collaboration between localities in the region. It seeks to promote cooperation between businesses and localities in the digital transformation and utilization of digital data to catalyze economic and social development in Hue specifically and the entire Central Vietnam economic region.

Thua Thien Hue has been a pioneer in the creation and exploitation of digital data.

Over the years, the province has consistently ranked among the leaders in the Digital Transformation Index (DTI) – in 2022, it held the 4th position, with a noteworthy 2nd place in the E-Government category. Thua Thien Hue has been actively implementing solutions to accelerate the development of electronic governance and digital administration to enhance the effectiveness of state administrative machinery and the quality of services for citizens and businesses.

One standout initiative is the development and expansion of smart urban services, centered around citizens and businesses. Since 2018, Thua Thien Hue has focused on constructing and utilizing data, and operationalizing the province's Open Data System. This system aims to collect and share datasets, connect with shared systems at the provincial level, and integrate with the National Data Portal, contributing to transparency and serving the development of the digital economy and society.

The system was established and operational before the issuance of Government Decree No. 47/2020/ND-CP on April 9, 2020, regarding the management, connection, and sharing of data by state agencies. Currently, 115 datasets from 32 agencies are published on the province's Open Data Portal, covering various fields such as Culture, Healthcare, Education, Agriculture and Rural Development, Natural Resources and Environment, Transportation, and more.

Mr. Nguyen Thanh Binh, the Permanent Vice Chairman of the People's Committee of Thua Thien Hue Province, delivered a speech at the opening ceremony of the Digital Transformation Week - Hue 2023 program.

Mr. Nguyen Thanh Binh, the Permanent Vice Chairman of the People's Committee of Thua Thien Hue Province, stated: "It can be affirmed that the effective management and utilization of data sources have brought numerous tangible benefits to Thua Thien Hue Province. Citizens and businesses now have easier access to information such as cadastral maps, planning maps, personal health data, and weather information through the mobile application Hue-S. Both domestic and international investors save more time in searching for economic and social indicators. The digitization of heritage and culture has allowed for a more scientific storage system, facilitating renovation and preservation efforts, and contributing significantly to the creation of new tourism products and experiences for visitors from all corners of the globe."

Creating Digital Data - Promoting Regional Connectivity

The government is actively promoting regional economic connectivity to share resources and leverage the advantages of each locality, thereby fostering economic and social development within the region. In January 2022, the Central Committee of the Communist Party issued Resolution 06-NQ/TW on the planning, construction, management, and sustainable development of urban areas in Vietnam until 2030, emphasizing the strong development of sectoral and regional linkages, and the multi-dimensional connectivity advantages of urban areas. In November 2022, the Central Committee issued Resolution 26-NQ/TW on the development of the North Central and Central Coastal regions by 2030.

The current state of regional economic development, both in general and specifically in the Central region, reveals a loose and underutilized linkage that fails to tap into the advantages of each locality. The Central Economic Region holds vast potential and collaboration opportunities for development. However, regional development and linkage face numerous challenges across all sectors and fields.

Assoc. Prof. Dr. Tran Dinh Thien, Director of the Vietnam Institute of Economics, has assessed that the regional governance structure during the basic development phase has not been successful for three reasons: regions lack dynamism and independent action power; there is a shortage of operational and coordinating resources; and the regional governance structure is not suitable, lacks effectiveness, and is inefficient.

Experts suggest that digital data should play a pioneering role in connecting and integrating regions, serving as a tool and foundation to promote collaboration and development, especially in sectors such as transportation, energy, information technology, digital economy, urban development, human resources training, tourism and services, logistics, environment, and climate change adaptation. The experts emphasize the need for new approaches to regional collaboration based on digital, networked, and high-tech foundations.

Meanwhile, the representative from Da Nang shares the consensus and proposes four specific tasks to promote regional connectivity:

1. Incorporating digital transformation and Smart City development as part of the activities of the Regional Coordination Council.
2. Recommending the Ministry of Information and Communications to reorganize the CTO/CIO Council for the Central Region.
3. Calling for Ministries, Departments, and Localities to issue data catalogs, data specifications, and share data with localities, and central agencies to share data with provincial People's Committees.
4. Implementing policies to encourage the use of open data through financial incentives or scoring systems in awards and competitions.

Mr. Nguyen Van Khoa, Chairman of VINASA, shares: "The central economic region, with two leading hubs in digital transformation nationwide, is at the forefront of building local digital data in Hue and Da Nang. Therefore, in response to the National Digital Data Year initiated by the Ministry of Information and Communications, the Digital Transformation Week in Hue 2023 adopts the theme 'Creating Digital Data – Promoting Regional Connectivity,' aiming to call for the collaboration of localities from the highest leadership levels to departmental leaders and businesses."

Management and Exploitation of Digital Data - Breakthrough for Socioeconomic Development – Towards becoming a centrally-run city by 2025

The seminar on "Creating and Exploiting Data – Promoting the Socioeconomic Development Linkage in the Central Economic Region."

With the goal of digital transformation towards becoming a centrally-run city by 2025, Digital Transformation Week - Hue 2023 focuses on discussions and addresses digital transformation and data creation in key areas. It also emphasizes promoting connections between businesses and state agencies (B2G), and business-to-business connections (B2B), and establishing and exploiting data to create new value.

On the topic of the digital economy:

Topic 1: Promoting digital transformation for businesses in Hue. In the current economic challenges, the workshop delves into specific and practical issues for businesses, such as policies, program activities supporting digital transformation, applying digital solutions in sales and marketing to boost revenue, utilizing AI and Big Data tools for competitive advantages, and building comprehensive enterprise management systems and human resources as a foundation for sustainable development.

Topic 2: Creating and exploiting digital data - Making a breakthrough in Cultural Tourism Development. Experts will propose new technology solutions for managing and exploiting digital data in the tourism and cultural sector. Deep discussions will explore the collaborative mechanisms between agencies and departments in establishing, interconnecting, managing, and exploiting digital data, unleashing the potential of cultural tourism and collaboration mechanisms between the Departments of Culture, Tourism, and technology businesses in creating and exploiting digital data in the sector.

On the topic of the digital society:

Through roundtable discussions and connections, the topic of "Management and Exploitation of Digital Data in the Health Sector" has created opportunities for leaders of departments, committees, industries, and businesses both within and outside the province, particularly focusing on the health and education sectors. The discussions involve introducing solutions for health record management, health care system administration, citizen health care, pharmaceutical management, and food safety to enhance the quality of life through digital data. Simultaneously, it aims to promote interconnection with higher-level management authorities.

The exhibition activities alongside the specialized conferences during the Digital Transformation Week - Hue 2023 have garnered significant attention from participants

The event features a technology exhibition with 30 booths showcasing the digital transformation utilities of Hue, digital transformation solutions from major technology companies such as Viettel, BKAV, FPT, and Mobifone, and innovative startup ideas and technological products. The exhibition has attracted around 3,000 visitors, including officials, public servants, residents, students, and young people in Thua Thien Hue province.

As part of the Digital Transformation Week - Hue 2023, VINASA organized the preliminary round of the VietFuture 2023 Future Innovation Award for the first time under the auspices of the Ministry of Science and Technology and the hosting of the People's Committee of Thua Thien Hue Province. The program attracted 74 projects from 27 colleges and universities nationwide. The announcement and award ceremony will take place at 5:00 PM on December 14, 2023, in Hue City.
